- fb8e573: Render the `.skillset/RULES.md` front page to Claude's project instruction file. `compile.instruction_front_page` selects `.claude/CLAUDE.md` (the default) or the repository-root `CLAUDE.md`, and build and output checks warn with `claude-instructions-duplicate-root` when an unmanaged file sits at the other placement.
